For decades, Nevada has attracted families from across the nation seeking to fulfill the dream of homeownership thanks to our state's historically low cost of living.

But with over 80 percent of Nevada's land owned by the federal government, there is growing demand and limited supply for new housing. Urgent action is needed to ensure the promise of our state remains intact for future generations. This means passing legislation to make housing more attainable for Nevadans.

Governor Lombardo's Nevada Housing Access and Attainability Act:

  • Prioritizes the transfer of available land to developers to build attainable housing projects. The Act will ensure land that becomes available in the future is used for attainable housing. It will also prioritize tax-exempt bonds for such housing.
  • Establishes the Nevada Attainable Housing Fund, dedicating $250 million in state resources to support the development of over $1 billion of affordable, workforce, and attainable housing.
  • Expands affordable housing eligibility to households earning up to 150% of the area median income, supporting essential workers like teachers and first responders.
  • Exempts attainable housing projects and certain infrastructure from prevailing wage requirements. This will encourage fair labor practices while maintaining cost efficiency, ensuring flexibility for developers to address Nevada's housing challenges.
  • Implements a sliding-scale reimbursement model to reduce fees for attainable housing projects, focusing on development that's affordable for households earning up to 150% of the area median income. The Act will also mandate the review of an expedited permitting process for attainable housing projects across all relevant state agencies.
  • Establishes enhanced licensing reciprocity for contractors in rural Nevada, specifically in regions identified as having workforce housing supply shortages. This will cut red tape by streamlining the licensing process for qualified out-of-state contractors in these areas and ensure that critical housing projects can access the skilled labor needed to address housing shortages without unnecessary delays.
